Do landlords need EICRs?

Yes. Since 1 June 2020, all private landlords in England must have an EICR carried out at least every five years, and provide a copy to tenants within 28 days of the inspection.
What if remedials come back?
Any C1, C2 or FI items must be remedied within 28 days (or shorter if the report specifies). You then need written confirmation from the electrician that the work has been done.
Penalties
Local authorities can impose fines of up to £30,000 for non-compliance. It's not worth the risk — and honestly, it's not expensive to stay on top of.
